Neither one has the "Don't reserve space on borders" option checked. When I maximize a window on the right monitor, it "respects" the panel and doesn't overlap with it. When I maximize move that window to the left monitor and maximize it, it uses the full height of the screen and overlaps (behind) the panel at the bottom.
