The default init system is pulled in via the "init" meta package, which depends on systemd-sysv [linux-any] | sysvinit-core This means the non-Linux ports will get sysvinit as before and sysvinit-core makes sure to pull in sysv-rc (+startpar and insserv) and initscripts. The "init" meta package is only omitted if you use the minbase or buildd variant of debootstrap. So this shouldn't affect your live images.
