This was four years ago, without an answer by the submitter.
I'm going to upload a new atop to experimental next week and would
like to either
(a) get told what to do to verify whether process accounting runs or
does not run after atop's cron job runs or
(b) get information whether the bug still shows with the new
experimental version or not.
In the absense of this information, I'm going to close this bug by the
end of August 2016.
