the /usr/lib/apt/apt.systemd.daily script holds documentation that the setting Periodic::Verbose influences e-mail sent to root. But it then only influences which part of output is sent to standard output and standard error. On systemd systems, the apt-daily.timer and apt-daily.service units that run this script do not set up e-mailing of the output to root. Hence, the output only ends up in the journal and not in root's mailbox, as advertised.
