I will update kpcli in Debian to 3.1. As pointed out in your discussion 
upstream, I cannot currently enable it for Debian as Math::Random::ISAAC is 
not currently packaged. 

Having that said, I will talk to the Perl team, an if they package it, I will 
recommend the package in kpcli. This allows people to use it transparently, as 
you seem to use the module at runtime when available, and recommends are 
installed.
