This appears to be https://bugs.debian.org/833074 manifesting with GNOME 3 as well, the workaround Tollef provided works there but is clearly awful. This is a substantial regression in functionality on fairly common hardware (I'm using a Dell XPS 13 (2015)) so I'm not lowering the severity to merge, there's an awful lot of modern laptops with HiDPI screens and currently the default behaviour results in an illegible UI on these systems. https://bugs.chromium.org/p/chromium/issues/detail?id=515984 upstream may be related, though the workaround at the bottom does *not* work for me (I suspect --force-device-scale-factor=1.8 may be needed but I've not tested yet).
