Yes, this looks like a theming issue with GTK3.

In any case, I'm afraid you are barking up the wrong tree. We are the Debian 
MATE packaging
team, but you actually want to talk to the MATE development team and thus 
reporting your
bug in the upstream bug tracker.

I know it somewhere says in the Debian documentation "Report all bugs in 
Debian" but this
is actually a very bad practice because it adds another layer of indirection 
into the whole
bug fixing process. The Debian maintainer usually will also just forward your 
bug report
upstream, so it's simply better to directly report the bug upstream in the 
first place.

The upstream bug tracker for mate-terminal can be found in [1]. Please forward 
all your
bugs which are *not* specific to Debian to this tracker.
