unfortunately one of 3.5 or 3.6 will be needed for arm* platforms.

if ghc 7.10 goes in Stretch, 3.5 will be needed
if ghc 8 goes in Stretch, 3.6 will be needed

(we can still remove it everywhere except "arm*"

so people can't easily use it anymore.
