Comment: It may be argued that the current set of build-depends make backporting easier, but this line
* Add {build,runtime} dependency on dirmngr, that's needed for network
operations with GnuPG 2.1+.
suggest to me that this package is definitely only intended to work
with gnupg >= 2.1.
