I'm not sure how this is relevant for fwupd, as this package is not Multi-Arch: same. So, using /usr/lib/fwupd or /usr/lib/$(DEB_HOST_MULTIARCH)/fwupd would both be fine. The benefit of using /usr/lib/fwupd would be, that the paths to the binaries are stable across architectures, so it's a tad more convenient to run the binaries by hand.
