the script "dh_installxsp" has been moved out of the mono-utils
package, and the monodoc build-deps should be adapted:

- Removed dh_installxsp, postrm-monoxsp and
postinst-monoxsp. Those files
will be in the XSP package (mono-xsp-base) instead.
