Source: libvirt Version: 2.2.0-1 arm64 is currently omitted from the list of architectures built with numactl support. arm64 platforms with NUMA support are available and, even on non-NUMA implementations, libvirt needs to have NUMA support enabled to expose the necessary capabilities to nova to allow for hugetlbfs-backed-KVM instances.
