hardening-wrapper was declared deprecated in favour of a different
approach with dpkg-buildflags to implement hardening during builds.
See the last breakage in the package that called for removing it in
#836162.
We are now down to only 3 packages still depending on it, the 3 of them
already pending upload. I'll remove the moreinfo tag once everything is
sorted out and the RM can proceed.
