Thanks for your bug report.

I note that the problem you are seeing is in code from version 0.17-1
which is in Debian/oldstable [0]. The module has seen quite a few updates
both upstream and in Debian, and the codepath you are proposing a
patch for doesn't exist anymore in this form.

% rmadison libtest-compile-perl
libtest-compile-perl | 0.17-1 | oldstable | source, all
libtest-compile-perl | 1.0.1-1~bpo70+1 | wheezy-backports | source, all
libtest-compile-perl | 1.2.0-2 | stable | source, all
libtest-compile-perl | 1.2.0-2 | stable-kfreebsd | source, all
libtest-compile-perl | 1.3.0-1 | testing | source, all
libtest-compile-perl | 1.3.0-1 | unstable | source, all

Digging through the history a bit, it might be that this
change/issue/commit corresponds to your issue:

0.23 2013.01.23 (Evan Giles <egi...@cpan.org>)
    - Update Copyright for 2013
    - CPAN-RT #82887, S├ębastien Aperghis-Tramoni <sebast...@aperghis.net>
        - Correct handling of PERL5LIB
        - fix regexp to detect taint mode

If the problem still exists with the current 1.3.0 release, we and/or
upstream can have another look.

Cheers,
gregor
