It appears the package was generating manpages "on the fly" converting
HTML to groff with a manually-crafted script.

This is not necessary, as upstream provides manpages in groff format
built with xmlto (cd doc; make manpages).

I have attempted a fix for that with this upload to mentors:
https://mentors.debian.net/package/giflib

As a side-note, this bug was opened by an individual who casually
discovered it, but in my opinion the issue should have been clearly
highlighted by the automated QC tools.

It is true that it was possible to guess that something was wrong with
the manpages by the lintian warnings:

- W manpage-has-bad-whatis-entry x 16
- W manpage-has-errors-from-man x 2

... but probably these should have been outright errors.
