mongoc.h includes mongoc-config.h which define ENABLE_MONGOC_SSL. Later mongoc.h, because ENABLE_MONGOC_SSL is defined, includes mongoc-stream-tls.h, which tries to include mongoc-steam-tls-private.h. But this file does not exists. Because of this nothing can be built which needs libmongoc-dev.
