libprotobuf-dev contains several standard .proto files included in the upstream protobuf source. I was recently working with a (golang) project which imported google/protobuf/descriptor.proto and was surprised to find this wasn't available out of the box after installing protobuf-compiler. I think this is analogous to gcc-6 having a Recommend on libc6-dev.
