Package: cowsay

In 3.03+dfsg1-13 the cowsay-off package was created in response to
#769194. I used one of those cows in a login script and on upgrade had
an error about a nonexisting cow.
It took me longer than it otherwise would have to figure out what was
going on because the changelog entry:
* Add cowsay-off package (closes: #769194)
Isn't clear. Since this is carving out a feature that's been in
upstream forever doesn't this at least warrant some mention in NEWS,
or at the very least:
* Cows deemed offensive have been split off into a separate
cowsay-off package. Affected cows are: head-in, mutilated,
sodomized-sheep (closes: #769194)
Which would make this easier to find for people who searched through
the changelog for the missing file.
