As it stands now packages.qa.debian.org contains misleading information (the watch file "problem" is incorrectly reported for all packages with a debian/watch file).
So for sure packages.debian.org should point to tracker.debian.org. As to whether replacing the current link to packages.qa.debian.org or keeping both: replacing the link will certainly irritate some people, as tracker.debian.org has many important wishlist bugs open waiting for patches ... nonetheless I would argue for replacing, because the new PTS displays in a well-visible location a link to the old PTS, so packages.qa.debian.org would be just one click away.
