ACCEPT.*, ACCEPTED.* should probably be renamed to something no longer
processed, e.g. ACCEPT-ERROR.*, in case an upload marked to be accepted
ends up getting rejected instead.

Or move ACCEPT.* to the database instead. And/or change how overrides
work ;)
