When using org-mode / babel, and using #+begin_src ledger, the key binding C-c ', that should normally start to edit in ledger-mode, is failing if ledger-el is not installed. * What exactly did you do (or not do) that was effective (or ineffective)? Installing ledger-el is solving the issue. * What did you expect?
