There is a copy of spherepack 3.1 embedded in the NCL package. It differs in 
that:
(1) it provides f90-type signatures for each function
(2) it uses 'double precision' rather than reals, and prefixes each function 
with 'd'
    to signify this.

spherepack is built with --default-real-8 anyway, so they are result-compatible 
in theory.
Merge the changes in ncl and enable ncl to use the spherepack version.

This bug will track the work involved.
