Ah yeah, sounds like it -- did you install recommends when installing
docker.io?  That should've pulled in the "cgroupfs-mount" package,
which performs this function for sysvinit (but is a no-op for
systemd).  Some folks also prefer to configure their cgroups manually
via /etc/fstab (hence why that package is in Recommends instead of
Depends), but I personally find that a bit too tedious; YMMV. :)

Any objections to lowering the severity of this bug?  This sounds like
a system configuration issue, not necessarily a package-level issue,
so the most we could do is maybe fuddle Depends or add a blurb in
README.Debian. :(
