I thought that bug report was simply about using a capital letter prefix, not necessarily [dD]ebian-* (especially since it was an Ubuntu-proposed change). I've read through all of them, as well as the much older threads and tickets that were linked from these discussions. Since considering underscore-prefixed names as a valid format for system user accounts does not necessarily mandate its use, I have no problem accepting this.
