As the gnome-panel transition did not happen before the transitions freeze, Stretch will ship with gnome-panel 3.20, and your package can be kept. But you may consider adding a NEWS entry saying that the users can switch to the new applet which is part of gnome-applets. I plan to do the gnome-panel transition early in Buster cycle (when the transitions are unfrozen). -- Dmitry Shachnev
