This is two separate bugreports. Transparency: What desktop / window manager are you using? VTE has reworked transparency and it requires a compositing WM.
/usr/bin/who not reporting ttys: VTE, as per https://bugzilla.gnome.org/show_bug.cgi?id=747046, no longer does utmp/wtmp logging. e.
