This is caused by the AM_PATH_LISPDIR configure check, which sets
$(lispdir) to an empty string if emacs is unavailable (as it is on
autobuilders). The version of AM_PATH_LISPDIR used in 2.11 doesn't
provide a way to override $(lispdir) via configure, but it can be done
through make. (remem 2.12 contains an updated version of the macro
which supports a --with-lispdir option.)
