ah, now I got a vague idea of what you mean.  That ISOs don't include
the required packages to use PPPoE.  Well, yes.

PPPoE is not really so common nowadays, as people tends to use a router.
Your chance is to download the required packages elsewhere, and copy
them over.  And no, I don't think there are udebs, so I'm not sure
if/how you can use PPPoE in the regular installer (but I believe you can
with the live).
