The option try_first_pass of the pam module pam_ssh does the same as the option use_first_pass, i.e. if the login password is not the ssh key passphrase, the ssh key is simply not loaded. According to the documentation (man pages), the user should be prompted for another password with "try_first_pass" (as oposed to "use_first_pass"). This was verified witih ssh and console login.
