I'm not a cme user, but I've seen as part of team uploads in my packages before that comments in debian/control are moved away from the lines they refer to in the process of reorganization (and inadvertently committed without being checked). In bringing this up, I was strongly opposed in that there is no reason for there to be comments in debian/control. Regardless of the position taken on this, cme does not handle comments properly: either their relative position to the lines they refer to should be preserved, or they should be removed altogether.
