At the end of installation of a package, R
gives an warning message as follows,
and the HTML documentation is not installed.

The downloaded packages are in

Warning message:
cannot create HTML package index in: tools:::unix.packages.html(.Library)

This (rather obscure) error message apparently means that
a write to /usr/lib/R/library failed.
Indeed it does, since the directory is owned by
root:root .
Probably, it should be owned by root:staff .
