Since the current nm-applet.desktop has the clause NoShowIn that stops
nm-applet from running and displaying in the X11 system tray of
budgie-desktop, the upstream maintainer uses the separate autostart
file to force nm-applet to run for the budgie-desktop session.

My understanding this is a temporary measure anyway since they are
going to drop/deprecate the use of nm-applet to display network
connection information and will be in the future (date unknown)
writing a dedicated network manager applet  and therefore will not
need the current autostart file.
