Since {ln,ct,rt}stat programs just read statistics counters from
world-readable files in /proc, I don't really see why they are being
put into /sbin, where only the superuser will have them in his path.
I'm not familiar with Debian policies, but I think it makes more sense
to hve those programs in /bin or /usr/bin where they will be in path of
every user.
