After I add a path to be excluded from indexing using beagle-settings,
beagle ignores this setting. If I run beagle-settings again, the list of
excludes is empty. If I try to list the excludes using

  beagle-config indexing ListExcludes

I get:

  Error: Could not load configuration from indexing.xml: Exception has been
    thrown by the target of an invocation.

and no excludes listed.
