just reconfirming that cleansing should be more gentle.  Might even
better be done with some little bash helper which would take care about
starting the http server for a test and then killing that job id

if that is a matter of a server for just a few tests, consider providing 
fixtures
for those tests specifically

e.g. you are welcome to borrow our construct from datalad:

where you could point to arbitrary path to be served, and it would guarantee to 
start an http
server on a free port and pass URL into the test as an argument
