[100%] I think this means that i need to "apt install plantuml" in order to get this to work. That means that python-sphinxcontrib.plantuml should Depend: plantuml. Probably, python3-sphinxcontrib.plantuml should also Depend: plantuml. At a very minimum, these should be Recommends:, but they smell like Depends: to me.
