As per the thread http://askubuntu.com/questions/403616/ntpd-unable-to-bind-to-wildcard-address-0-0-0-0-another-process-may-be-runnin it look like a race condition between ‘ntp’ and ‘ntpdate’ and after following this thread just inserting as workaround (exit 0) , it works for me even after several reboots of the machine.
Hope somebody could have a look into this and fix it. Thanks!
