That's not planned at all. I was just unsure if this is a different
kind of issue which validates a certain severity.

It seems as it isn't. After some more discussion with Guillem on IRC I
currently consider "ic" to be a miscommunication between apt/aptitude
and that they should be treated as "rc", i.e. the current behaviour is
a bug. (Hence also the bug report.)

Yeah, but that's IMHO something for after the freeze/release and
should maybe be a separate wishlist report.
