The GUI menu config tool doesn't pop-up when having several "menus" installed. Right now I have 'enlightenment.menu', 'razor-config.menu', 'lxde-applications.menu', 'xfce-applications.menu', 'debian-menu.menu', 'razor-applications.menu', 'lxlauncher-applications.menu' and 'gnome-applications.menu' installed. Removing one of them (lxlauncher-applications.menu) solves the problem. I get this error in .xsession-errors "[fvwm] [module_receive]: <<ERROR>>" Module (0x55a8a10061f0) command is too big (1156), limit is 1000". Seems like that's an issue related to FvwmForums module hitting a size limit.
