You would have to guess, perhaps.

xfonts-traditional provides fonts for an old and comprehensible font
finding system, which I understand.
I'm afraid that I am at a loss to know what package might be
responsible. I guess it might be fontconfig, or the applications you
are using.
Certainly if the bug occurs with xfonts-traditional installed, and
disappears without it, then it is probably a bug in
xfonts-traditional, but it seems from your bug report that that is not
the case.
I have reassigned reopened the bug and reassigned it to the fontconfig
package. But the Debian fontconfig package has lots of bug reports
and it seems there is not enough effort to investigate problems like
this one.
