You reported the issue with the backported package. I just tried to
reproduce this in stretch and without the back ported archive it works
as intended. Can you please tell us with what command you installed
lazarus-1.6? And can you maybe also add the full log such that I can see
where things go wrong?
My educated guess would be that he has tried to install a package that is only
in backports (lazarus-1.6) but has not specified -t backports on the command
line.
