how-can-i-help should exclude autoremovals that are solely based on 
closed bugs.

E.g. with the recent mandatory 10 days migration, there was an 
autoremoval scheduled for every non-key package even when the
bug was fixed immediately after it was reported (the one week
grace period before autoremoval was listed was shorter than
the 10 days it took a fix to migrate to testing).
