The UPS should only be shutdown only in case of power loss. Is it happening to you at every reboot/shutdown?

Could you check if the /etc/killpower exits on your machine, if it's the case could you try to delete it?

The fact that the UPS is shutdown _in case of powerloss_ is expected and I don't think it's a good idea to change this. If you want to change this, you can comment the POWERDOWNFLAG option in the /etc/nut/upsmon.conf file.
