Downgrading systemd, udev, libudev1 & libsystemd0 to 232-1 doesn't help:

Would a headless machine boot successfully without these services? It's possible I just didn't notice they were failing.

Turns out that no, it won’t boot without these services running. At least it lets me drop to an emergency shell so that I can edit the service files.

So this really looks like the 32-bit seccomp bug, but the fix for that is supposed to have been back-ported to the Debian systemd release.
