Might this be a gnupg-agent issue?
I see it enables
/usr/lib/systemd/user/sockets.target.wants/gpg-agent-ssh.socket by default.

What happens if you run
systemctl --user mask gpg-agent-ssh.socket
systemctl --user stop gpg-agent-ssh.socket
