Justification: renders package unusable

Dear Maintainer,

I just installed ifscheme on Debian Sid. ifscheme uses /etc/network/run/ifstate
as the path to the interface state. But that file does not exist in Debian Sid.
Debian Sid has /run/network/ifstate instead. The result is that ifscheme is
currently unusable on Debian Sid.

Also, the /etc/network/run directory not existing in Debian Sid the creation of
/etc/network/run/scheme will fail. /run/network/scheme should be probably used
on Debian Sid.
