It affects also me.

I have /var located on BTRFS subvolume and mounted by fstab entry:

UUID=2c096852-642b-4fe7-8d28-05d3e63ebd81 /var          btrfs
compress=no,defaults,subvol=@/@var      0       0

During reboot systemd stucks waiting for unattended-upgrades to finish (15
minutes timeout). I noticed that /var was unmounted before.
To fix it I've implemented proposed fix by adding file
/etc/systemd/system/unattended-upgrades.service.d/mounts.conf
With content

RequiresMountsFor=/var/log
