It just occurred to me that this is probably done with read-only access to the
phone's contacts via Bluetooth/PBAP, not real two-way synchronization
via Bluetooth/SyncML.

SyncEvolution supports PBAP. It's not integrated into the UI, but there
are manual setup instructions (for example, in this presentation:
https://syncevolution.org/sites/syncevolution.org/files/als-edinburgh-2013.pdf).
