Why netatalk.conf is in /etc/default instead of /etc/netatalk ?

Should I make changes to /etc/default/netatalk or copy it to
/etc/netatalk/netatalk.conf and only then make changes?

Is /etc/default/netatalk the same as /etc/netatalk/netatalk.conf ?

Which file is the right place to select uam to use?

I think the lack of information is a documentation bug. I grep the
documentation and didn't find explanation of the purpose of 
/etc/default/netatalk . According to debian reference, /etc/default is
for customizing init scripts. And that is not what I want to do. 
I want to configure netatalk behaviour, not change the way it is
initialized.

What is the right way to set up netatalk?
