I contacted kernel documentation maintainer and said that for 4.10 kernel
source tree, that file location and its name have changed:

./REPORTING-BUGS changed to ./Documentation/admin-guide/reporting-bugs.rst

so what it should be done is link to it instead in case of 4.10 kernel or
higher.
